Jukei (ジュウケイ) is the grand master of Hokuto Ryūken in the second part of Hokuto no Ken. A former practitioner who himself succumbed to the madness of this martial art, he becomes the master of Kaioh, Hyoh, Han and Shachi in the Land of Shura, where they call him the Grand Elder. Haunted by a tragic past, he devotes the end of his life to preventing the destruction of the original Hokuto lineage.
Jukei is recognized as the grand master of Hokuto Ryūken, a branch derived from the original Hokuto that developed in the Land of Shura. Unlike Hokuto Shinken, this art relies on Matōki, a demonic aura that multiplies the practitioner's power at the cost of their sanity.
During his youth, Jukei himself succumbs to the madness of Hokuto Ryūken. Unable to contain its violence, he kills his wife and child in a fit of insanity. This event marks his entire existence and makes him a man haunted by guilt.
Still under the grip of the Matōki, Jukei challenges Ryuken, master of Hokuto Shinken. The confrontation concludes with Ryuken's victory, as he subdues him without killing him. This defeat restores his sanity and makes him realize the crimes he has committed.
From that moment on, he harbors a deep respect for Ryuken and a great distrust toward Hokuto Ryūken. It is also he who then sends the young Raoh, Toki and the baby Kenshiro to Japan, so they could be raised and trained by the childless Ryuken. Despite his distrust, the explosive situation in the Land of Shura later forces him to pass on Hokuto Ryūken to a new generation of fighters to defend the territory.
Jukei then became the master of the future Rashō of the Land of Shura: Kaioh, Hyoh and Han. Each possessed qualities incompatible with the succession of Hokuto Shinken, pushing Jukei to teach them Hokuto Ryūken despite the risks associated with this discipline.
Kaioh harbored a deep and uncontrollable hatred, while Hyoh remained too emotionally attached to his younger brother Kenshiro. Aware that Hokuto Ryūken could transform its disciples into demons, Jukei nonetheless hoped to buy time until a true successor of Hokuto Shinken returned to Shura: he was thinking of Raoh at the time. Several years later, he accepted Shachi as a student, but once again saw the dangers of the Matōki taking root in his apprentice.
Fearing that Hyoh's attachment to Kenshiro would prevent him from achieving the power necessary to survive in the land of the Shura, Jukei decided to seal part of his memories related to his brother. But at the last moment he hesitated, and Hyoh feigned having forgotten everything to spare his master. It was Kaioh who later completed this imperfect seal by striking Hyoh's vital points, permanently locking his memory. When Jukei subsequently attempted to restore it after Kenshiro's arrival in Shura, he discovered that Kaioh had sabotaged any possibility of returning it to him.
Over time, Jukei comes to understand that Kaioh has fallen irreversibly into Hokuto Ryūken. Having become the most powerful of the Rashō, Kaioh transforms the Land of Shura into a territory dominated by fear and violence. Jukei then joins the resistance led by Leia and attempts to prevent the confrontation between Kenshiro and Hyoh, fearing that the main bloodline of Hokuto might be extinguished along with the two brothers.
Realizing that Kaioh has permanently locked away Hyoh's mind, Jukei resigns himself to his failure. Hyoh, still manipulated by the darkness of Hokuto Ryūken, then strikes his master with a fatal blow. Jukei dies murmuring his regrets: having erased Hyoh's memory, and having transmitted Hokuto Ryūken to men whom the art ultimately consumed. His body is then entrusted to Leia for an honorable burial.
